Information systems strategic plans
All professional organisations need an ongoing information systems strategic plan (ISSP). These are usually of five years' duration but can be shorter. Furthermore an organisation should be helped, if required, to make informed decisions as to its IT needs. E-lite has specific experience in conceptualising, designing and implementing ISSPs for large organisations, including the Hong Kong Police Force
 
Open standards, digital trunked radio
Both public safety and other organisations are moving away from conventional analogue radio to open standards, digital, trunked radio systems. These are much more efficient in many ways, and realise the objectives of common platforms and interoperability. E-lite has specific, pioneering experience of implementing such systems, including TErrestrial Trunked RAdio (TETRA) systems for the Marine Police, the Crime & Security Department and land-based police of the Hong Kong Police Force
 
Computer systems security audits
Whilst 'computer security' is an overworked phrase, it is, nevertheless, highly important. E-lite has specific experience of triaging computer systems and conducting computer forensic audits in large organisations with the objectives of identifying security weaknesses and their rectification. Project management
There is no such thing as a routine IT project and the road to ruin is paved with IT failures. E-lite has extensive experience of both big and small IT project management, notably with the Hong Kong Police Force, one example being the force's Communal Information System (CIS) with over 3,000 terminals and 32,000 authorised users. E-lite is highly experienced in the project management process (notably PRINCE 2 methodology) and understands only too well that the serious, irreparable mistakes are generally made in the early stages
 
IT feasibility studies
Yes, we know it's a great idea, but is it feasible? Will automation add value, efficiency or effectiveness? E-lite never recommends automation for automation's sake and, as such, a feasibility study at the outset is often of paramount importance. E-lite has extensive experience of such studies including, for example, an Integrated Criminal Justice System for the Hong Kong Government
 
Business process analysis (BPA) and re-engineering (BPR)
BPA and BPR have gained poor reputations over the years, with some justification, as the recommendations flowing from many BPA/BPR studies have proved either infeasible or inordinately expensive. Henry Ford's assembly lines saw to it that we still tend to do things consecutively, rather than concurrently, and critical path analysis was unknown in those days. E-lite has a full understanding of these issues
 
Integrated fixed communications systems
Automation strategy, certainly in a public safety organisation, can be likened to a three-legged stool; IT ('computers'); telecommunications ('radios'); and fixed line communications ('telephones'). But the last of these is much more than a telephone system as we know it. The supporting infrastructure is of major importance, particularly because nowadays there is no reason why one infrastructure, using open standards, cannot support both data and voice. E-lite has specific experience of such considerations
 
Office automation
What office automation facilities do we supply to specific personnel? Experience suggests that giving the full range of high end, hard- and software to most staff is both unnecessary and expensive. E-lite's managing director, Peter Halliday, was a career police officer for over 35 years and in one of the largest police forces in the world. Training

E-lite offers courses, workshops and seminars on the range of IT and management issues as above.
