I am a retired assistant commissioner of the Hong Kong Police Force, in which I served for over 35 years. My academic qualifications include a Ph.D. from the University of Hong Kong and a Doctorate in Business Administration from the University of Newcastle in Australia. My awards include the Bronze Bauhinia Star and the Queen's Police Medal for Distinguished Service. My career with the Hong Kong Police covered the whole spectrum of operations, support, training, administration and staff duties. I served in the criminal investigation and intelligence fields for many years. I was the chief information officer from 1996 until retirement at the end of 2003.
